Evidence Case 001 — Capability Blockage
Evidence Case 001 — Capability Blockage
Research Question
Can an organization possess sufficient capability while simultaneously failing to utilize it effectively?
Purpose
Demonstrate how OSI distinguishes between capability deficit, capability blockage, and capability suppression without reducing the analysis to individual performance.
Evidence Classification
| Field | Classification |
|---|---|
| Classification | Synthetic Demonstration |
| Purpose | Method and diagnostic-framework validation |
| Research themes | Capability; Trust |
| Evidence level | Synthetic |
| Claims supported | The framework can represent this diagnostic distinction and preserve its stated boundaries and uncertainty |
| Claims not supported | Real-world prevalence; predictive accuracy; causal effectiveness; generalizability; evaluation of any real individual or organization |
| Next validation stage | Controlled synthetic variation, adversarial or confounded test cases, then empirical validation with governed real-world data |
Synthetic Scenario
An operational team exhibits declining output despite stable staffing, unchanged workload, consistent technical qualifications, and no significant organizational restructuring.
Traditional interpretations might suggest declining performance, disengagement, or inadequate capability.
OSI Observations
Structural Conditions
- Decision pathways are becoming increasingly centralized.
- Dependency is concentrating around key roles.
- Coordination friction is increasing.
Predictability Conditions
- Role clarity is reduced.
- Operational expectations are inconsistent.
- Decision cycles are longer.
Trust Conditions
- Voluntary information sharing is declining.
- Initiative is reduced.
- Escalation behavior is increasing.
Capability Conditions
Capability remains present. The primary constraint is system utilization rather than capability absence.
Interpretation
The observed performance degradation is more consistent with blocked capability than missing capability. The organization possesses necessary capability, but current system conditions prevent effective utilization.
Why This Matters
Treating blockage as a capability deficit may result in unnecessary hiring, inappropriate performance management, and continued degradation of organizational trust. OSI instead recommends investigating system conditions before concluding that capability deficiencies exist.
Evidence Boundary
Synthetic demonstration for research and validation purposes only. It does not evaluate individuals, assign responsibility, establish causality, or authorize a consequential organizational decision.
