Milestone: Project Bibliography and PIA/OSI Literature Positioning

Date: 2026-09-16
Status: Research-methodology milestone

Summary

OSI-PIA established a governed literature intake and positioning layer. The project bibliography consolidates sources cited by the public article series and keeps a separate, explicitly unread set of research candidates for PIA and OSI positioning. A comparison matrix and research note record where existing literature is established, where OSI-PIA recombines or operationalizes ideas differently, and which propositions remain open.

This makes source accumulation inspectable without turning a citation into an endorsement, a familiar construct into a novelty claim, or a historical result into a present-state fact.

What changed

  • Added the Project Bibliography with 32 article-cited source locators and seven research-candidate locators (src-033 through src-039).
  • Added the Literature-Positioning Matrix with comparison dimensions for capability, evidence, development, mobility, organizational absorption, and machine participation.
  • Added the provisional PIA ↔ Open Skills / LER Crosswalk to distinguish PIA-native evidence and inference from standards-based interchange and OSI’s organizational receiving conditions.
  • Added PIA and OSI Literature Positioning Notes recording the PIA and OSI literature branches and the current established, recombined, and open-proposition boundary.
  • Linked the bibliography and research instruments from the documentation, publication, and research-standards hubs and registered them in the governed artifact registries.
  • Updated the project status artifacts to record literature positioning as an active research focus and to preserve the next review action.

Development boundary

This milestone supports literature review, source provenance, temporal-scope checking, and research-question formation. It does not claim that the listed candidate sources have been independently reviewed, establish causal findings, promote PIA or OSI constructs into canonical authority, or authorize product, participant, organizational, hiring, or diagnostic use.

Candidate sources remain unread until their design, sample, findings, limitations, supports, and does-not-support boundaries are recorded.

Validation

At milestone capture:

  • repository governance validation passed: 195 registry rows, 102 metadata artifacts, 806 repository links, 93 ontology IDs, and 418 tracked paths;
  • restricted participant-signature scan reported zero findings; and
  • publication encoding checks passed for 13 Markdown files.

The milestone is ready to be recorded in the next clean-release commit.
